This quest unlocks at reaching 20000/21000 revered with The Nightfallen. You must have completed A Growing Crisis. After finishing this three quest series, you get the quests All In and Arcan'dor, Gift of the Ancient Magi which bring you to exalted with The Nightfallen.Comment by Mizraim
In case you get to 20000/21000 Revered with the tokens from the withered scenario while in Shal'Aran, just exit the cave and come back in and the quest pops.Comment by Grummulthrus
To be explicit: this quest requires both 20000/21000 Revered and completion of The Stuff of Dreams by killing Xavius in the Emerald Nightmare -- not just A Growing Crisis! If you only have the reputation, you won't see it. (I'm Exalted, for example, and I can't get the quest yet)Comment by kakascii

If you don't accept the quest (and I assume if you abandoned it) The Valewalker's Blessing reward's artifact power keeps growing with each artifact research level. Why not just not turn in this quest for weeks and wait until it has grown to a much larger reward?This quest isn't a prerequisite for anything is it?

If you still can't see the quest or the quests in the chain, make sure the quest givers are all fed. They won't give the quest if they have the blue question mark above their head.Comment by Johnsphil
so you need to be almost exalted to be able to start this story chain. why doesn't someone just say that.this will more than likely be your last scenario in suramar unless you just grinded with WQ

Soooo, I have done everything to get this quest. I've gotten the rep, I've done all the quests leading up to it and NOTHING!~Until today that is. I was once again reading about the quest and came across a picture of all of the telemancy beacons in Suramar..and VOILA! I see that I have missed the 'Sanctum of Order' (43.5 60.6). I went and added that beacon and sure enough I immediately got 'A Change of Seasons' Quest.
Hope this helps some of you who are as frustrated as I have been!

This quest was available for me today despite only being at ~10000/21000 Revered.I'm guessing the reputation requirement was removed/reduced as of 7.3.

Numerous comments here state you won't get this quest line until you reach 20000 into revered. I just got this quest at 10660. My opinion is that either this 20000 entry limit never existed, or was lowered recently (Patch 7.3). Something about not getting a quest until some arbitrary number through revered sounded fishy to me. I'm guessing the other posters just happened to be over 20000 when they got it. I got it as soon as I completed The Stuff of DreamsFYI

In 7.3 revered is enough for all quests. You can do the Raid quest in LFR, and the mythic dungeons quests in heroic dungeons. So it 's just the matter of reaching revered and doing the basic questlineComment by MrKlazi

The title of this quest is a reference to the Dream Theater album 'A Change of Seasons.' This isn't the only Dream Theater reference in Suramar; there's also a reference to another Dream Theater album, Scenes from a Memory. This is a reference to Dream Theater's album 'Metropolis Pt. 2: Scenes from a Memory'. Apparently there's a prog head writing quests for Suramar.Comment by Battlescar2112
So, I just completed this quest. It was the last remaining thing I needed to get Good Suramaritan. I used the quest item, and I believe I've done all the prerequisites, but it still doesn't show that I've completed the quest. I have Leyline Bling, and Explorer, etc. It's the only thing I need to get Pathfinder. It's frustrating the hell out of me. Anyone have any thoughts?Update: I finally completed it. One thing I didn't realize is that there's a quest line for Arluin that you also need to complete. It all starts within Shal'Aran. Haven't seen this mentioned here yet.

I just ran this at Lv 120 item lv 283 with another player as hunter also 120 with 283 item lv. since I did not have the luxury of LFR during Legion. Obtained the item by clicking on glowing pot next to Cenarius after defeating Xavius.Description
